In the distant future, humanity has taken to the skies and colonized many planets throughout the universe. An agency known as the Galactic Organization of Trade and Tariffs (GOTT) has been formed to maintain order. Within GOTT, a secret squad of enhanced human beings—known as the ES Unit—carry out secret missions to put a stop to major galactic crimes. Two such operatives are the lowly C-ranked Éclair and Lumière. Despite being on the bottom of the totem pole, the pair wield formidable powers: Éclair's superhuman strength and lipstick whip and Lumière's ability to take control of any computer. Together, they can take on any mission that GOTT throws at them. But as they complete more and more missions, the duo begin to uncover a major conspiracy that leaves them questioning everything they know about themselves and the entire galaxy. After fighting in numerous interstellar wars, mankind forms the Galactic Union to bring stability and to prevent conflicts between different planets. However, disputes between members of the union itself persists. In the Star Century year 0165, the Galactic Organization of Trade and Tariffs (GOTT) was formed. This organization utilizes the superpowered ES taskforce to maintain order. Eclair and Lumiere are two low-ranking ES members who carry out missions for GOTT. However, as they begin to see more and more of the galaxy, they soon realize that what they know about GOTT, the Galactic Union, and even themselves might not be all there is to it...

The Abyss—a gaping chasm stretching down into the depths of the earth, filled with mysterious creatures and relics from a time long past. How did it come to be? What lies at the bottom? Countless brave individuals, known as Divers, have sought to solve these mysteries of the Abyss, fearlessly descending into its darkest realms. The best and bravest of the Divers, the White Whistles, are hailed as legends by those who remain on the surface. Riko, daughter of the missing White Whistle Lyza the Annihilator, aspires to become like her mother and explore the furthest reaches of the Abyss. However, just a novice Red Whistle herself, she is only permitted to roam its most upper layer. Even so, Riko has a chance encounter with a mysterious robot with the appearance of an ordinary young boy. She comes to name him Reg, and he has no recollection of the events preceding his discovery. Certain that the technology to create Reg must come from deep within the Abyss, the two decide to venture forth into the chasm to recover his memories and see the bottom of the great pit with their own eyes. Gintoki, Shinpachi, and Kagura return as the fun-loving but broke members of the Yorozuya team! Justice, and the enforcement of it, has changed. Into this world steps Akane Tsunemori, a young woman with an honest desire to uphold justice.
